It appears that the manufacturer is phasing out the Clairol Nice n Easy hair color which accounts for the $8.99 and replacing it with the more expensive Clairol Color Strong Zero Ammonia Hair Color for $15.99 which will be way more profitable than the Clairol Nice n Easy.
Some CVS stores in San Diego still have the Clairol Nice n Easy but the best way to see if your CVS still carries the Nice n Easy is to google "clairol nice and easy".
